Born in NY, Oscar Miller was a pupil of Laurens and Constant in Paris, and traveled to Holland to paint. He was a member of the PAC and exhibiting there from the late 1890’s. He also exhibited at the Paris Salon. He lived in Bristol Ferry, RI.
